New powers to help keep homes affordable for communities in rural areas were set out today as Housing Minister Iain Wright launched two consultations. Under the proposed new powers, rural communities with severe housing shortages could be designated as protected areas ensuring affordable housing is retained for local families. The new proposals would also enable all affordable housing providers in these protected areas to retain a share in new shared ownership homes, or have the first option to buy back such properties, ensuring they remain available for future families in the local community./font>
In a further step announced today, first-time buyers in rural areas could own a home It makes clear that councils can enable small sites in rural areas to be used specifically for affordable housing in and around villages, and provide affordable housing in perpetuity to meet local needs. Councils also have the flexibility to lower the thresholds above which new development should include affordable housing./font>

Conservatives promise to scrap Heathrow expansion and back new rail,

An incoming Conservative government would cancel all plans to expand Heathrow airport and build a third runway, shadow transport secretary Theresa Villiers MP told the party conference at its meeting in Birmingham. Instead of a bigger airport the Conservatives have announced proposals to hold a competition to build a new high-speed rail network linking London and Heathrow with Birmingham, Manchester and Leeds. The Party believes the project could be under construction by 2015.

Forecasting Travel Time Variability in Urban Areas

Executive summary: Recent years have seen a growing interest in monitoring travel time variability (TTV) on the highway network and developing methods to forecast TTV. This series of reports describes work currently (February 2008) being undertaken for the UK Department for Transport to develop methods for calculating and forecasting TTV using data collected from Global Positioning System (GPS) tracker-equipped vehicles.
Primary data on vehicle location and time can be transformed into data on times taken to traverse different links on the road network. A database has been constructed comprising travel times for individual vehicles on 34 routes (up to 12km long) within the 10 largest urban areas in England for a period of 3 years. This database of individual vehicles has been used to construct a TTV database containing data on the standard deviation of travel time along individual links in these routes as well as journeys comprising more than one consecutive links.
The first report describes the quality of the GPS database and its usefulness for monitoring TTV, followed by indications of appropriate relationships that can be used to predict TTV in urban areas. The second report describes the application of the recommended model to recently appraised urban highway schemes in order to assess the potential impact of including TTV within an economic appraisal. It also discusses the TTV model results and issues relating to wider implementation of TTV appraisals.

South West Climate Change Action Plan 2008 - 2010 launched

The Action Plan was launched on 3rd September 2008. The Executive Summary, the South West Climate Change Action Plan which lists all actions, and the Technical Appendix which summarises the evidence base for the main issues, are all available to view or download from the Regional Assembly's website by following the climate change link. See the link below.
The Action Plan draws together issues from across the region to ensure that there is a shared vision on tackling climate change, access to a common evidence base and a jointly agreed set of priorities for taking the issues forward. The Action Plan sets out a clear programme of regionally agreed priority actions to address both mitigation and adaptation activity. The main areas of mitigation activity within the SWCCAP include tackling emissions from existing housing, business and public sector operations, transport, new build, energy generation, and land management. Adaptation activity covers: the region's strategic response to climate change; awareness raising; land and marine management; and adapting to flood risk.

Summary: The latest national statistics on Development Control Statistics, England 2007-08 were released under the auspices of the UK Statistics Authority on 29 August 2008. This publication presents annual statistics for 2007-08 on development control at national, regional and local planning authority level. The statistics are shown in a mixture of maps, charts, and tables. Historic data are included for comparison where appropriate.
The statistics in this publication are based on information from 1 April 2007 to 31 March 2008 reported to Communities and Local Government as at 27 June 2008.
Key points from the latest release are:
District level planning applications and decisions
In 2007/08:
- authorities undertaking district level planning activity received 649,000 planning applications and decided 596,000 applications; an increase of 1 and 2 per cent respectively when compared with the previous year;
- 82 per cent of applications decided were granted; unchanged when compared with 2006-07;
- 71 per cent of planning decisions on major applications were made within 13 weeks, 28 percentage points higher than in 2002-03 and unchanged when compared with 2006-07;
- 50 per cent of all decisions were for applications made by householders whilst decisions on dwellings accounted for 13 per cent.
- district level planning authorities issued 5,565 enforcement notices; an increase of 1 per cent compared with last year and served 5,039 planning contravention notices; the lowest since 2004-05.
Enforcement
In 2007-08:
- county planning authorities received 1,816 applications for 'county matters' developments and made 1,496 decisions; these represent a 1 per cent increase and a 5 per cent decrease respectively when compared with 2006-07;
- 70 per cent of decisions were for waste developments and 24 per cent for minerals sites; the proportion of decisions on waste developments remains unchanged whilst those for minerals saw a marginal increase of 1 per cent when compared with last year;
- 21 per cent of 'county matters' planning decisions were made within 8 weeks and 61 per cent within 13 weeks; and
- 1,608 decisions were made on applications defined by Article 21 and 39 were issued under the review of mineral planning permissions.

Previously-developed land that may be available for Development: England 2007

Summary: The latest statistics on previously-developed land produced by Communities and Local Government were released on 29 August 2008. Previously-developed land, often called brownfield land, is land that was developed but is now vacant or derelict, and land currently in use with known potential for redevelopment. This report shows results from the National Land Use Database of Previously-Developed Land (NLUD-PDL) based on information collected in 2007. In 2007 there were an estimated 62,130 hectares of previously-developed land in England, down 1 per cent from 62,730 hectares in 2006. An estimated 33,600 hectares of previously-developed land were vacant or derelict, 54 per cent of the total. The remaining 28,520 hectares were in use but with potential for redevelopment.

Regions 'need own MP committees'

Select committees should be created for England's regions so MPs can check the work of Regional Development Agencies, a Parliamentary committee has said.
"Regular, robust" scrutiny was needed of RDAs around England, the Commons Modernisation Committee added. Up to 10 MPs would sit on each regional select committee, most of them local.
England's nine regions are the East and West Midlands, North East, North West, East, South East, South West, Yorkshire and the Humber, and London. Regional Development Agencies had "significant budgets" and a "central role" in co-ordinating the economy and budgets of an area, the Modernisation Committee said. It was for these reasons that they should be "the chief focus" of the new select committees, it added. In addition there would be a number of "grand committees", made up of a greater number of MPs, which would have the power to question England's regional ministers. It recommends that these changes be introduced before the end of the current Parliamentary year, in early December, and then reviewed.

Minister warns on housing market,

Commons leader Harriet Harman has told MPs there is "grave cause for concern" about the housing market but said the government was "taking action".
Lib Dem Vincent Cable had urged the government to "get its priorities right" and recognise the "deep crisis". Ms Harman, filling in for Gordon Brown at prime minister's questions, said she agreed it was "serious" but said it was not as bad as during the 1990s. She highlighted ministers' action such as £200m given to buy up unsold homes. Mr Cable said the Housing Corporation proposal was a good one, but a "drop in the ocean". He said: "Can't the government get its priorities right...? "Could the government acknowledge we've now got a very deep crisis in the housing market - probably the worst in our lifetime, leading into a serious recession? "It's time the government accepted responsibility for dealing with that."

Think-tank urges regional plans to consider housing increases

Regional planners have been advised to consider increasing housing provision across England by up to a further half a million homes by 2020 in a bid to improve affordability. That's the upper level of new housing supply additions outlined by a Government think-tank, the National Housing and Planning Advice Unit (NHPAU), in a paper just published which takes into account demographic, economic and housing affordability trends. Ministers will now consider how the unit's advice will be translated into guidance for regional planning bodies as they review their regional spatial strategies (RSSs). The unit has stressed that the figures in its long-run housing supply ranges are not targets.

Farmers are today urged to go online and use the CALM (Carbon Accounting for Land Managers) calculator to measure their farms’ greenhouse gas emissions. They can then compare their results against the range found in this Natural England study.
The comprehensive study of 200 farms comes at a time when the agricultural industry is increasingly aware it must take steps to reduce its carbon footprint, particularly emissions of nitrous oxide and methane. Agriculture is responsible for the majority of the UK’s nitrous oxide emissions caused by microbial activity in soils as a result of the application of nitrogen fertilizers – both organic and inorganic – essential for healthy crop growth. Methane emissions come mainly from livestock and manures. Both gases have a proportionally higher global warming potency than carbon dioxide.
The study shows that a typical 100 hectare cereal farm will emit the equivalent emissions of 78 cars or 50 average households in an average year. The CALM (Carbon Accounting for Land Managers) calculator is free via the CLA website, www.cla.org.uk, and the findings are regarded as a first step towards a benchmarking approach to improving awareness and management of the greenhouse gas impact of UK farms.
